It's called algae and it's not a bacteria or a fungus. It's a tiny plant and there are hundreds of kinds. It is NOT harmful at all. You can get rid of it (except it is helpful in a koi pond) by using an enzyme called Microbe-lift. Follow the directions on the bottle.
